The problem is that while single templates are easy, it's multiple stacked templates that are a problem. if maintenance templates are being reworked, the reworking has to handle multiple issues much better - as easy to understand as single templates. I've had a go at the article space templates, these being the templates most stacked, most disputed, and most important to be easily understood.

Mainspace templates[edit]

Group Type of issue Example of current templates covered
Reliance Incorrect or misleading content. Extra care needed before relying on it.

Also includes cite templates where source does not support claim, unsourced predictions, original research, significant contradiction/confusion/misleading statements, unclear focus or dates, NPOV/weight (except title), cherrypicked or selective citing,

Timing Out of date content (eg, visibly out of date or current issue) Time-sensitive
Display Correct display of title or content may be a problem (font, symbol, casing)
Coverage Coverage of the subject, or its geographic scope Historical coverage, Context and detail, Expand
Cites and sources Contains claims that are not cited to reliable sources (includes "fringe source" issues). RED highlight if a BLP. Most source/cite templates except those related to cite formatting and suspected misrepresentation of cites.
Cleanup and style Substandard layout, style, or tone Cleanup, copyedit, review needed, advertizing, style and tone removal issues (eg overlinking), confusion, plot summary/in-universe issues,
Maintenance Cleanup of a trivial kind Worth highlighting as it's often easy to do: non-standard units, Under-connected (under-linked, not in categories, orphan), spelling, etc
Title and introduction Significant issues specific to the title or introduction These are important enough to itemize as they sum up the topic and its tone to a quick reader.
Presentation List, prose, examples, quotes, etc The content is better presented in a different style, or split into multiple articles
Editorial situation The editorial activity itself is having problems Edit warring, vandalism, or other disruptive activities are impeding the editing of this article and may be impacting its quality or have led to protection. (Not merely disagreement on its content)
Promotion and off-topic Inappropriate coverage related to off topic or promotional matters or "puffery" These are so common and often give rise to "tag farms" (COI, tone, off-topic, cleanup, OR, references, NPOV.....), it's worth a specific group to keep tagging of such articles simple.
Removal Article may not be sustainable on Wikipedia Deletion (AFD, PROD, CSD), notability, POV fork, move/rename/merge, transwiki move
Help needed Specific help is requested Expert needed
Misc No group yet Translation needed,

I would also allow each to indicate whether it's a significant problem, or just a request for improvement.
