Since 2012, Poltera as one of the vocational education institutions is equivalent to the University, especially the Institute of Technology. Polytechnic that has been officially established to organize academic and non academic activities. Pioneering initially cooperated with two state universities of well-known research institute in Surabaya city, such as the Electronic Engineering Polytechnic Institute of Surabaya (EEPIS) and the Surabaya Shipbuilding State Polytechnic (PPNS) as the foundation of certain time for the readiness toward the formation of independent Polytechnic. As for the construction of lectures and academic facilities Poltera located in Camplong, it was still in the process of completion of development. An explanation based on the Director's interview, in mid-2016, that POLTERA plans to utilize existing building facilities for lectures as the only leading science-based science education in Madura.

The establishment of Polytechnic of Madura, the process was initially initiated by Yayasan Bina Sampang Mandiri (BSM), which was chaired by Ir. Mohammad Syaifurrahman Noer, he is more familiarly known by the nickname Cipung, son of H. Mohammad Noer, former Governor of East Java. It was greeted enthusiastically by the Regent of Sampang at that time. Furthermore, BSM Foundation in cooperation with the government of Sampang Regency realized the idea, and agreed to name the Polytechnic of Madura (POLTERA). Ministry of Education and Culture (Mendikbud) Indonesia, Prof. Dr. Ir. H. Mohammad Noah, DEA. (The tenure of October 22, 2009 - October 20, 2014) has given a tremendous appreciation of the request for the establishment of the Madurese Polytechnic. During his visit to the location of the Madura Polytechnic campus on May 12, 2012, he said that the Madurese Polytechnic will directly become the State Polytechnic, said Mendikbud Indonesia at that time period which is the alma mater of the Sepuluh Nopember Institute of Technology (ITS) Surabaya, became the basic evidence of the seriousness of Kemendikbud RI in developing State Polytechnic in Madura. The establishment of Poltera aims to meet the needs of qualified human resources (Smart, Excellence, Dignity) for the industrial sector in which the graduates are prepared to become actors in development. In accordance with Presidential Regulation no. 10 Year 2016, Poltera is one of 35 Pergurun Tinggi that has been established to become a new PTN. Most of these New State Universities originally came from private universities. Poltera was established in 2012 on the initiative of BSM Foundation, and subsequently through Minister of Education Decree No. 67 of 2012 was confirmed to be a college. In the academic year 2015/2016, Poltera has three majors (Prodi), namely Prodi Electrical Engineering Industry, Engineering Machine Heavy Engineering Prodi, and Prodi Teknik Kapal. Total students amounted to 251 people, supported by 19 lecturers, and 13 staff of educational staff. Building facility that can be used for lecturing activities is a lecture building of Industrial Electrical Engineering Prodi consisting of three floors, and one building workshop of Building Engineering Department of Ship. However, Inspectorate II Team, Itjen Kemenristekdikti RI, is assisted by Internal Supervisory Unit (SPI), M. Ishak, and Dr. Ir. I Made Gede Arimbawa, found that the facilities available still require improvement and refinement. Some notes from the review activities of the work payable in Poltera in 2016 dated March 28-April 1, among others, building hygiene, testing mechanical engineering facilities, safety equipment testing, roof leaks, roof work, still need to be done before delivery to the Poltera. The lecture facility of the Mechanical Engineering Department was still in the completion stage of three floors. At the end of 2016, Poltera plans to finish building of Engineering Machine Machine Prodi, and completion of workshop of Electrical Engineering Industry Produce, until now the construction of Poltera building is still ongoing as the improvement of facilities and infrastructure of advanced science education which is advanced and updated in technological development.

The Poltera emblem is in the form of a dark blue gear, the teeth are five, and inside there are four white P letters that are interconnected to form a rhomb, in the middle there is a small white circle and at the bottom of the gear there is a dark blue POLTERA writing that lies symmetrical to the gears. The meaning of the symbol's meaning that the gears with the number of teeth of five are meaningful and dynamic and bring the soul of Pancasila; four interconnected P letters mean that the island of Madura has a strong character, united in independence, and determination to continue developing for the nation and state; and the four basic pillars connected to each other, namely the spirit of independence; human resources that include Lecturers, Students, and Educational Personnel who have the character and mindset of quality; wide network with business and industry at home and abroad; and good governance and encourage positive spirit. White circle means Poltera as the center of science and technology development.
POLTERA writing comes from the Madurese language which consists of the word POL has full meaning; and TERA has a light meaning; blue color is a spectrum of calm colors, firmly, and describes the extent of the sky and the ocean; and the white color of the symbol means noble character and pure intentions in the direction of the effort to achieve the joint glory. Poltera has a rectangular-shaped flag with a length of 3: 2 wide, red colored heart with RGB color code 153,0,0 which on the edge is given a golden yellow tassel with RGB color code 218,165,32 and in the middle there is a symbol of Poltera. Majors have rectangular-shaped flags with lengths of 3: 2 wide with different colors on the edges are given yellow gold tassel with RGB color code 218,165,32 and in the middle there is a symbol of Poltera and the writing of each majors black with RGB color code 0,0,0.
