Clarity for AfD usage?[edit]

While the wording in this template establishes that a notability essay may be used for AfD discussion purposes, it doesn't address whether or not they should be used as a/the reason for the AfD nomination. Since these are two very different aspects of the AfD process, is this something that might be more explicitly addressed? I'd always assumed that AfD nominations needed to be based on things of global-wide consensus, and that notability essays were only to be used for the actual discussion (hence the current wording) but I suppose I've never actually known one way or the other.
