I'm trying to learn exactly how to add a Weblink section to a page and wondering if this is the template and, if so, how do you use it to add those edit and update links I see nest to the Weblink section title on various wiki pages? User:Heideana, on the English Wikipedia we call the section you're talking about "External links". This particular template is what we call a citation template wrapper. It's a shortcut for creating a full citation to a very specific source, with only one variable parameter. The general class of citation templates can be read about at Help:Citation style 1, although you may want to see WP:REFB for an introduction first.
Please do note that citations / references are bibliographical notes to demonstrate that a thing written in an article is not made up. These often include a URL, but not always (especially for book sources, newspaper archives, and similar). External links ("Weblinks" on the German Wikipedia and maybe others) are helpful other websites that haven't been used as a source of information in the article, usually because they're not reliable, not independent (like official websites of companies), or in some other way don't meet the English Wikipedia's sourcing requirements.
