After Reconstruction 1877 - the Convict lease statement is accurate because it is a quote of a pulitzer prize winning author as presented. The Pulitzer prize winning author is correct, because "Crimes were often trumped up charges such as "Vagrancy" which simply meant "having no job". Most people since this time in America have agreed that this was just a time when southerners were trying to put in place a slavery without calling it that. Read the Wiki article on Convict lease.
