The Holy See is a permanent observer of the UN in the category of "Non-member State"^[9] and is a member of the ITU, UPU, WIPO, and IAEA. Vatican City is governed by officials appointed by the Pope, who is the Bishop of the Archdiocese of Rome and therefore ex officio sovereign of Vatican City. The Holy See also administers a number of extraterritorial properties in Italy and in many other countries (Apostolic Nunciatures).
