County alignment?

I notice departments such as New Market Fire & Rescue (Shenandoah County) and Shenandoah Volunteer Fire Department (Page County) listed under Rockingham County.

Is this because these agencies have first-due territory in Rockingham? (They do. Both are very close to their county lines.)
How verifiable is an approach like this?
I'm sure there are other counties where this is true, but I'm less familiar with them.

When I added the Shenandoah County list, I omitted Star Tannery Volunteer Fire and Rescue (Co. 17), which is part of the Shenandoah County fire/rescue system but located just across the county line in Frederick County. Jcoll326 (talk) 17:12, 15 August 2024 (UTC)[reply]
