Essential businesses are not all Lifeline Utilities under CDEM Act

The CDEM Act Schedule 1 - Parts A and B defines Lifeline utilities for the purposes of the Act. See: http://www.legislation.govt.nz/act/public/2002/0033/latest/whole.html#DLM151444

Only a few of the "Essential businesses and services" defined as part of the NZ Govt response to COVID-19 are actually Lifeline Utilities under CDEM.
