I understand the desire to kill all spies, but if one gives them a choice between good treatment if they talk, or death if they not, most sing like canaries. If one treats all spies like POWs or execute all spies, spies have no incentive to divulge useful intelligence, but if one offers a choice between good treatment or death, one can get good intelligence from them.
