No. Unless there is repeat vandalism, it cannot be protected from editing and, even then, it only gets protected for a short time. This is because Wikipedia is open for anyone and everyone, with or without a username, to edit to their hearts' content. No one can "own" pages and, thus, cannot dictate who can or cannot edit any pages and only admins can decide when protection is acceptable. --132 14:23, 21 November 2008 (UTC)[reply]
As an addendum, the above user (Nathangl) never claimed, or even implied, to be Jesse Csincsak and any discussion about whether the user was him will be removed. After looking through the article history, it can easily be seen that the user who requested "[his] page" be protected was the creator of the article (which is likely where the sense of ownership came from). This talk page is not for general discussion, but for discussion about improvements to the article. Since the comment was about protecting the article (and, thus, a discussion about the article), I left it here. String of edits today by an account claiming to be the article's subject, with lots of unsourced and non-neutral claims, including the suggestion that a program idea was ripped off. I suspect the bulk of it will be reverted, but I may take this to the BLP noticeboard.
