C# -Fault?

(I'm not a C# programmer, but this looks strange...) Article says:

int[][]c;
c=new int[2][]; // creates 2 rows
c[]=new int[5]; // 5 columns for row 0
c[1]=new int[3]; // create 3 columns for row 1

We really don't need to assign the first sub-array to index 0 ?

int[][]c;
c=new int[2][]; // creates 2 rows
c[0]=new int[5]; // 5 columns for row 0
c[1]=new int[3]; // create 3 columns for row 1

Or are both ways possible?
