I don't wish to bore readers yet again with the "Liverpool problem", but it is surely significant enough to be worthy of a mention. Thus:

1) Liverpool is by far the largest English city not to be connected to HS2; 2) Liverpool has several dedicated organizations (e.g. 20 Miles More & Linking Liverpool) committed to establishing a link between the city and HS2; 3) Liverpool (uniquely) has offered its own taxpayers' money to establish a connection with HS2, a proposal which the government has rejected; 4) Liverpool, post HS2, will have fewer seats per hour to London than any other English Core City; 5) Liverpool, post HS2, will have a poorer service to Birmingham than it does today (according to proposals by Centro, the West Midlands Transport Authority); 6) According to KPMG, Liverpool is the only Core City whose economy may be damaged by HS2, possibly by as much as £50 million per annum); 7) HS2 offers minimal additional capacity to Merseyside's rail network, despite passing within 5 miles of its boundaries, thus compromising the development of Liverpool's docks and logistics industries;

Yes, it's true that many other cities will not receive a High Speed link, but no other city is so large, so close to the high speed line, and so obviously disadvantaged by being excluded. Too much on Manchester
