Many of the units on the URM-25x series were paper (may look like Mica) and electrolytic, and the unit should be recapped.
The 400 Hz and 1 kHz modulator has several paper block capacitors: C160,C161 = 1000 pF 500V mica C162, C163 0.1 400V C159, C164, C165 0.01 300V C166, C167 0.2 120V
Several key coupling capacitors here can fail and lead to turret resistor damage and lots of current through R130. These are C135, C136 on the output of V103. Buffer unit is challenging to remove. C130 0.01 300V paper C131 150pF 300V mica C132 25 25v electrolytic C133 0.022 200V paper C135 0.01 300V mica C136 510pF 300V mica
Power supply B+ filter caps C201-C203 in the 25C and 25D are dry, paper non-polarized, even though they appear to be electrolytics. See the manual for verification for your unit. C601 in 25F is 4 mf paper as well.
The following may lose tolerance over time: Modulation Meter Circuit: R167, R168, R170, R171 R169 Meter potentiometer 2,500 ohms R130, 500 ohm attenuator input R144, 4700 if adjustment of R172 can't give enough output R141 on the step attenuator on the X1.0 setting
