Hakam ibn Wa'il aka "al-Hakam ibn Abi al-`As" [1] aka "Hakam Ibn Abi al-As Ibn Umayya" [2] was a uncle of Uthman. He was exiled, but returned back when Uthman accepted Islam.
He is regarded a Sahaba by Sunnis
When Uthman ibn Affan was converted to Islam he was bound and beaten by his uncle Hakam.
His son was Marwan ibn al-Hakam, both he and his son where sent to exile by Muhammad, saying they should never return. Uthman sent marwan or both of them back, when he became Caliph.
