The town is the result of a municipal merger of Bedouin villages of Shibli and [[Umm al-Ghanam]] in 1992. The former town of Shibli became a local council in 1984 and Umm al-Ghanam was established in 1940 as a Bedouin settlement and was recognized by the Israeli government in 1982.<ref name="FOTW"/>

The town is the result of a municipal merger of Bedouin villages of Shibli and Umm al-Ghanam in 1992. The former town of Shibli became a local council in 1984. Umm al-Ghanam was established in 1940 and recognized by the Israeli government in 1982.[1]

Shibli High School is attended by 270 Bedouin Arab students, many from underprivileged backgrounds. Special educational programs introduced at the school have boosted the Bagrut matriculation pass rate and percentage of graduates attending university.[3]
