The Statute XIX of 1937 regarding establishing of a National Council when the Regent chair vacant a law during the Kingdom of Hungary between 1920 and 1946. The National Council (Országtanács) would be an interim collective head of state.

Background
Reasons of the creation of the National Council's institution are Regent Miklós Horthy's old age and his diseases in the 1930s. The situation is further complicated by the position of Regent was inherently temporary on the point of view constitutional law so if the seat become vacant there were no constitutional rules. The transfer of the function, the issues of succession, inheritance, and surface have brought the matter on behalf of the legitimists the accusation of dynasty-founding.
