Event coordinator

I would like to request rights either indefinitely or until the end of 2019. I and a number of other linguists are doing a campaign for the UN International Year of Indigenous Languages which will involve a number of in-person edit-a-thons (and a remote edit-a-thon which will not involve the use of this right given the policy on granting confirmed status). We're using the outreach dashboard (link to campaign) to organize and facilitate these programs, and it's my understanding that using the account creator through that tool requires EVC rights. I will be conducting edit o thons in Udgir and Latur, Maharashtra on 24 Jan 2019 and 25 Jan 2019 IST, considering the limitations of time/infrastructure I could not go otherwise to request a ticket on phabricator/meta for the lift of cap on ip, So having a event coordinator rights would be great help. I am coordinating an event as part of the UN Year of Indigenous Languages on February 6, 2019, from 4pm to 7pm Eastern Time. This is part of the same campaign that Wugapodes (above) is working on and I'd like to use the Account Creator tool for our campaign to facilitate participation.
