I have previously been granted page mover rights [1] after I requested it when I started working on improving the geographical articles for the region of Nagorno-Karabakh, with the current article titles for the majority of the pages not being set to their likely common names, but instead being based on their official/de jure names. The issue has dragged on a bit, and while several of the requested move discussions that I've opened have resulted in moves (Haterk, Ashan, Nagorno-Karabakh, Kochoghot, Mets Shen, Shusha, Martuni, Nagorno-Karabakh, Verin Horatagh, Nerkin Horatagh), others ([2] [3] [4] [5] [6]) fell through, mainly because of a lack of a clear consensus in the move discussions. A way forward for a substantial discussion and then an RfC for multiple proposals for a naming convention (including how to deal with official names and alternative names for the region) to act as a template for case-to-case move discussions has now been suggested by an administrator which I consulted about the issue [7].
While the Nagorno-Karabakh article title issue has stalled a bit and I intend to be cautious regarding the matter since its a controversial issue, I've continued to edit geographical articles for provinces in Armenia, and I've gone through all the articles for the provinces of Syunik and Vayots Dzor, I'm currently continuing with Gegharkunik and I'd like to continue with general cleanup and additions to the articles for the localities in the rest of the provinces of Armenia and eventually beyond as I am very interested in geography and the Middle East in general. Many articles have not been edited for years and are sorely in need of cleanup and are lacking in content.
Many article titles for the pages I've come across so far have also been based on incorrect transliterations from Armenian, which I've tried to correct, however, the majority of the corrections for the aforementioned provinces that required page mover rights were done through WP:RMT, before I got page mover rights and started using pageswap and so I've only used pageswap so far for the Nagorno-Karabakh article of Berkadzor, as an article title correction there was not controversial. So I would like to request continued approval to retain the page mover rights.
Regarding the granting guidelines: I've been registered on Wikipedia since 2008, made 8,000+ edits [8], and I haven't committed any 3RR violations or been blocked in the past 6 months [9] [10]. AntonSamuel (talk) 12:00, 12 February 2021 (UTC)[reply]

I have been editing Wikipedia for close to 11 months now and have almost 4,000 edits. Much of my work is done in WikiProject Tropical cyclones and WikiProject Non-tropical storms, where, especially in the latter, the name for an article can be disputed, especially when the article is still in draftspace. I create and edit new drafts for articles in these projects, and it is often necessary to move these multiple times as consensus within editors can take some time. Also, often I have to move them back to an old name, and sometimes the old article has been changed from a redirect to be blanked, so I have to get an admin to delete the page and then I can move it. If I had page mover rights, I could solve all of these problems and be able to move pages in these situations much easier. HurricaneCovid (contribs) 14:30, 12 February 2021 (UTC)[reply]
Without having looked at this request other than the text presented here, I find it troublesome that a project is moving pages multiple times in short succession because a standard naming convention has not been established. If this issue is fixed, PGM will not be necessary for the OP, and I'm hesitant to grant (again, having only read the request itself) to basically allow for non-productive moves to be tacitly deemed acceptable. I've been working on many dynamic list articles (e.g. List of medieval composers & List of monuments to Ludwig van Beethoven) and would like to create edit notices for them akin to this one to assist in preserving the quality of the lists overtime (I also plan to do so for other future lists, such as List of female composers by birth date). On the moving side, I regularly draft articles in my userspace and have to request the redirect's deletion (ex. [11], [12], [13]); this is nothing seriously tedious, but both of the reasons together constitute—in my mind—a reasonable need for the permission.
