The EUMS has previosly not controlled the EU military missions directly; For each [[Military operations of the European Union|operation]], a Operational Headquarters (OHQ) has been nominated by the appropriate [[Council of the European Union|Council]] decision. The selected OHQ has run the operation at the strategic level and directed the Force Headquarters (FHQ), which has carried out the operation on the ground.


The MPCC will at present control the three EU training missions in Central African Republic, Mali and Somalia.
Since the first EU operation was deployed in 2003, four types of OHQs have been employed:
*National 'parent headquarters', of which five have been made available by member states
*[[Supreme Headquarters Allied Powers Europe|Allied Command Operations]] (ACO) of the [[NATO|North Atlantic Treaty Organisation]] (NATO), based on the [[Berlin Plus agreement]]
*Local Mission Headquarters, as is the case fir the training missions in [[European Union Training Mission Somalia|Somalia]] and [[EUTM Mali|Mali]]

The European Union Military Staff (EUMS) is a department of the External Action Service (EADS) of the European Union (EU) that performs a supervisory function in relation to Common Security and Defence Policy (CSDP) operations:

The EUMS does not directly control the EU military missions.[1]

The EUMS current consists of 200+ military and civilian personnel, and is located in the Kortenberg building in Brussels.
