That does not make it an actual hoax. If an actual bomb "was treated as a hoax to begin with", we would not include it in the "hoaxes" category, because there was no hoax. The article briefly discusses the fringe claims that it was a hoax; that's all the space that should be given to those discredited allegations. Lots of things get "alleged" by lots of different people about lots of different things; we don't put articles in categories based on speculative allegations.
