Cilybebyll is a village parish located in Neath Port Talbot county borough, South Wales. It is made up of the electoral wards of Rhos and Alltwen.

The Cilybebyll estate was established in the 15th century, and after development by the Herbert family, by 1838 was recorded as having the largest land holding in the district.
