Background
Background
Before the election both the Conservatives and Labour had 16 councillors. The Conservatives had formed a minority administration with the informal support of the two Green and one independent councillors ((all three of whom had been elected for Labour but subsequently left the party).
Before the election the Conservatives had 16 councillors, with 1 Independent councillor supporting the Conservatives and with 2 Green Party of England and Wales (all three, formerly Labour) councillors also supporting the Conservatives, and where Labour had only a minority of 16 councillors. Where 18 or more seats are needed for Overall-Control of the council.

The seats up for election in 2024 were last contested in 2021; the reduced term of three years rather than the normal four was due to the 2021 election being postponed from May 2020 due to the COVID-19 pandemic. In 2021 Labour and the Conservatives had each won six of the twelve seats. With two of the Labour councillors elected in 2021 (Caroline Montague and Paddy Short) having left the party to join the Greens, Labour is defending four of their previously won six seats. The Conservatives are defending all six seats they won in 2021.
In this election, Labour would be defending 4 of their previously won 6-ward-seats (where 2 of those seats [Barnfield & Peel], were formerly won by Labour councillors Caroline Montague & Paddy Short, who both later switched to the Green Party following the May 2022 election), and the Conservatives would be defending 6-ward-seats. All previously winning ward-candidates had only served out the last 3-years of a standard 4-year term in office, since the covid-postponed election in May 2021, which should normally have been held 12-months earlier, back in May 2020.

As a result of the Elections Act 2022 electors will again be required to present photographic identification to polling staff in order to cast their vote. Postal voters are not affected.
As a result of the Elections Act 2022 voters will again be required to present photographic identification to polling staff in order to cast their vote. Postal voters are not affected.

The 2024 Hyndburn Borough Council election will be held on Thursday 2 May 2024 to elect 12 of the 35 members of Hyndburn Borough Council in Lancashire, England, being the usual approximate third of the council.[1] Prior to the election the council was under no overall control, being led by a Conservative minority administration.

The Lancashire Police and Crime Commissioner elections will also take place on that same day, across all polling stations.[a][2]

Background

Before the election both the Conservatives and Labour had 16 councillors. The Conservatives had formed a minority administration with the informal support of the two Green and one independent councillors ((all three of whom had been elected for Labour but subsequently left the party).[3][4]

As a result of the Elections Act 2022 voters will again be required to present photographic identification to polling staff in order to cast their vote. Postal voters are not affected.

Council composition

Prior to the election the composition of the council was:

Labour and the Conservatives are running candidates in all 12 wards being contested. The Green Party is fielding candidates in Central, Church, and Spring Hill wards. There are also one Reform UK, one Workers Party of Britain and two independent candidates standing in various wards.

Previous councillors not standing for re-election in May 2024 include: Dominik Allen (Conservatives - Altham), Caroline Montague (Green - Barnfield), Abdul Khan (Labour - Central), Colin McKenzie (Labour - Overton), Paddy Short (Green - Peel) and Susan Hayes[5] (Conservatives - St. Oswalds). Former Conservative councillor Michael Miller will be standing this year for the Green party in Peel ward.
