Gemmell was educated at Craigbank Secondary School and joined the [[National Savings and Investments|Post Office Savings Bank]] on leaving school.

== Career ==
Gemmell entered the [[Foreign, Commonwealth and Development Office|FCO]] in 1967. He served in [[ Bahrain]], [[ Washington DC]], [[ The Hague]], [[ Mbabane]] and [[ Stockholm]] before becoming Second Secretary in [[Ankara]]. He was First Secretary at [[Kampala]] from 1994 to 1997; and Director of Entry Clearance at [[Lagos]] from 1998 until his appointment in the Bahamas.<ref>{{cite news
