Gemmell entered the [[Foreign, Commonwealth and Development Office|FCO]] in 1967. He served in [[ Bahrain]], [[ Washington DC]], [[ The Hague]], [[ Mbabane]] and [[ Stockholm]] before becoming Second Secretary in [[Ankara]].
