While the new line as far as Bletchley will open in 2025, the already existing line from Bletchley to Bedford needs upgrading before it opens, so it is inaccurate to say the Oxford-Bedford section will be finished by 2025 - it seems like there's no concrete date on when the Bedford section will be finished so I've not specified that.
