Notes:	Per request at [[Wikipedia:Edit filter/Requested]] Umm, this needed some optimization. Move namespace condition to first, its the easiest to preform. Moved new_wikitext condition to second, and changed it to added_lines, and moved old wikitext bit to last. Removed all lcase from the filter, replaced with regex.
