The underlying map appears to be the wrong one for the data. The map boundaries shown are clearly the preserved counties after 2003 while the data, if from contemporary sources, would likely be based on the LA boundaries at the time. You can tell as the Gwynedd/Clwyd and Gwent/Mid-Glamorgan boundaries are much further west than they were 1974-96. The boundary change in 2003 placed all of Conwy in Clwyd and all of Caerphilly in Gwent; both had previously straddled the preserved county boundaries.
