It's a bit difficult to translate, since it's old Dutch. Some words are unknown to me. Maybe other could help out. This is my try:

The big scene of folly: showing the rise, continuation and fall of the action[?], bubble and wind trade, in France, England and the Netherlands, committed in the year MDCCXX / being a collection of a the conditions[?] and projects of the founded[?] companies of insurance, navigation, trade etc. in the Netherlands, both those that have been brought into use, and those that have been rejected by the States of any province: also [in this collection] art plates, comedies and poems, published by several enthousiasts, serving to satirize this detestable and deceiving trade, because of which in this year, several families and people of high and low class have been ruined, and corrupted in their means, and ceased the honest trade, in France and England as in the Netherlands.

I think the title refers to the whole collection, of which this is just one plate. The caption in the image says "[Actieuse?] night wind singer with his magic sconce [lantern]". By the way, here is a version that also includes the poem on this plate. Mtcv 11:40, 9 March 2007 (UTC)[reply]

Windnegotie isn't wind-negotiation, as negotie is an archaic Dutch word meaning trade. Also, verscheide doesn't mean separated (that would be GEscheiden), but is an archaic form of verscheidene meaning several.
