The State Crest was created by Mr Joseph Teo, an artist at the Ministry of Culture. Dr Toh Chin Chye sought his assistance to produce the crest and provided input and ideas into its design. The State Crest was passed by the Legislative Assembly on 18 November 1959 and first published during the accession of Yusof bin Ishak as the Yang di-Pertuan Negara on 3 December 1959.
