Fair use for India–Portugal relations[edit]

Though this image is subject to copyright, its use is covered by the U.S. fair use laws, and the stricter requirements of Wikipedia's non-free content policies, because:

1. It is a historically significant photo serving as evidence of Portuguese police brutality against Goan freedom activists
2. The photo is only being used for informational purposes.
3. This photograph is significant in the capacity that it has served as evidence of Portuguese police brutality against unarmed freedom activists in Goa in 1954. Due to the nature of press freedom available in Portuguese Goa, it is unlikely that other such photographs may also exist.
