So successful was Mr. Hughes in probing the lighting companies 493 494 New York at Jamestown that when the Legislature at a special session in the same yearappointed another joint committee, headed by Senator W. W. Arm-strong, to investigate the insurance companies, he was again asked toact as its counsel. While he was conducting this inquiry he wasnominated for mayor of New York city by the Republicans. Hedeclined and concluded the investigation. At the end of a series ofstartling disclosures, the insurance laws were entirely remodeled. Mr. Hughes was nominated for Governor on the Republicanticket in 1906 and was the only Republican elected, defeating W. R.Hearst by a plurality of 57,897. During his first term he recom-mended the enactment of the Public Service Commissions Law andthe law abolishing the distinction in favor of legalized gambling atrace tracks. He was renominated in 1908 and re-elected over LewisS. Chanler by a plurality of 09,462.

LEWIS STUYVESANT CHANLERLieutenant-Governor of the State of New York Lewis Stuyvesant ChanlerLieutenant-Governor ON January 1, 1907, Lewis Stuyvesant Chanler assumed theoffice of Lieutenant-Governor of New York State. Mr. Chanler was born in Newport, R..L, on September 24,1869, the son of John Winthrop Chanler and Margaret Astor Ward,the latter a daughter of Samuel Ward and the granddaughter of Wil-liam B. Astor. His father had held the office of Sachem in TammanyHall and was a Congressman for several terms. He spent his early life at Rokeby, the family estate at Barrytown,in Dutchess county, N. Y., and being delicate in health was educatedby tutors, until at the age of nineteen he entered Columbia Universityto study law. Having been admitted to the bar, he went abroad andtook a course in international law and jurisprudence at CambridgeUniversity, where he took an active part in the debating society, thusdeveloping his oratorical powers.
