(1) A very blurry image from 1944, at Winnipeg Tribune (under copyright) (2) A high quality image published in a 2019 memorial article published in Demograpy. That image was taken by her son Sam Sheps, but is possibly under copyright by Elsevier after publication (?) (3) This image

I have been in contact with the communications office at UNC Chapel Hill School of Public Health at [email protected]. This issue was discussed with Jennie Saia and Linda Kastleman, both employees at UNC. They have high confidence that the image was an official faculty photo taken by a UNC photographer, and they believe a fair use claim is entirely appropriate. This was also discussed with Sheps son, who also has high confidence that this was an official faculty photo that could only have been taken either at UNC Chapel Hill or Columbia University. The photo is in the same style as faculty photos at UNC from the time; UNC therefore have high confidence that this is the origin of the photo.

Minimal use (WP:NFCC#3) This image will only be used as a primary means of identification in the article on Mindel C. Sheps.

UNC Chapel Hill is very unlikely to have commercial opportunities arising from this image, and in fact almost certainly have a reputational benefit to this image being available on Wikipedia. In addition , their communications office have approved my fair use claim.
