Publicity photo of Grover Whalen. Although this publicity photo is presumably under copyright (although that is far from assured), inclusion here qualifies for Fair Use under US Copyright law because:

It is used for a non-commercial and educational purpose.
It is representative of Grover Whalen in one of his more important positions.
There is no public domain photo available of Jimmy Dorsey. He became famous well after 1923 and he died in 1962 (and so it is not possible to take a photo of him).
It should not affect the commercial viability of the copyright.
