Blasonado (Descripción artística basada en la pagina web de la gobernación):

El escudo del Departamento del Cesar fue diseñado por Jaime Molina Torres, (hijo de Jaime Molina Maestre) en el gobierno de Hernando Molina Araujo en el año 2005.

Tiene 25 estrellas que simbolizan los municipios del Cesar, en medio de una estrella mayor, que representa el departamento. Consta de un campo cortado y medio partido en cuya parte superior se destacan elementos geográficos del Cesar, y en la parte de abajo, elementos folclóricos y del sector productivo. En la mitad, la unión de tres manos que representan el trabajo conjunto del Departamento del Cesar.
