By 1923 this individual will have been 43 and, his walrus moustache was the style of the early 1900s, but by 1923 the look was dated. No information of this individual is available beyond 1910, the usual retirement age for a football player being 30-35.

The source website is owned by a Mr. John Simkin, he appears to be friendly with Wikipedia as he links his biography pages with Wikipedia articles whenever possible. He could be contacted to verify licenses, but I believe this is not necessary as this image is almost certainly pre-1923.
