Español: Alcaldes y representantes de ciudades españolas e iberoamericanas, reunidos en el XI Foro Iberoamericano de Gobiernos Locales, han sellado el Compromiso de Madrid, un acuerdo que cierra el encuentro y que  elevarán a la XXVI Cumbre Iberoamericana de Jefes de Estado y Gobierno que se celebrará en Antigua (Guatemala) los días 17 y 18 de este mes de noviembre. Ese compromiso recoge las claves para la transformación de los Gobiernos locales iberoamericanos: autonomía municipal, participación, gobierno abierto y educación. También han reclamado a los Gobiernos centrales un marco normativo y financiero claro para poder hacer efectiva la descentralización política, así como el reconocimiento del papel que las autoridades locales están asumiendo ante el fenómeno migratorio. Parten de una premisa: “Los Gobiernos locales y las ciudades que forman parte de la región iberoamericana se enfrentan a desafíos comunes que, afectando directamente a sus ciudadanías, a menudo trascienden sus fronteras territoriales, sus competencias administrativas y sus capacidades económicas”.
